Overview

Development Services separates planning and zoning from building/trade intake. Check the historic district layer and whether planning approval is required before applying. Online applicants create an account; contractor and agent records accompany the actual project application.

Permit fees and worked estimates

The live outdoor-dining/parklet page repeats a specific L&I rate. The broader fee PDF states August 6, 2018 effectiveness; it is not silently treated as newly adopted.

For one parklet-related L&I scope assessed at exactly $10,000: $50.26 + 9 × $30.26 = $322.60 permit component. Excludes parklet/location charges, planning, liquor, additional trades, certificates and other assessments. This example is limited to the live page’s listed tents/electrical/heating/mechanical context. A general building/trade invoice requires current City confirmation.

Submission checklist

Confirm Hartford jurisdiction and historic/planning conditions.
Prepare drawings and technical specifications for all affected disciplines.
Provide current contractor license, required insurance and agent authorization.
Include the signed home-improvement contract when applicable and resolve review requests.

Homeowner and licensing

Hartford requests a license when a contractor performs the work and authorization when an agent files. Home-improvement contractors need the applicable registration documentation. No broad homeowner trade exemption was established in this review; confirm the owner route before self-performing regulated work.

Codes and amendments

Connecticut’s current regulations page identifies the 2022 State Building Code, based on the 2021 International Codes with state amendments, for applications from October 1, 2022. Confirm later adoption, the filing date and applicable building/fire provisions with the state and Hartford reviewers.

Inspections and closeout

Confirm the inspection sequence for each issued building/trade record and keep work accessible. The parklet process expressly requires City inspection before public opening and posted approval afterward. Obtain the project’s applicable completion or occupancy certificate; the dated fee PDF’s certificate prices are not current estimates here.
