Overview
Minneapolis Development Review coordinates the one- and two-family process: building application, ProjectDox invitation, completeness review and department approvals. New construction, ADUs and other scopes identified by zoning may need a land-use application. The published timing is an estimate for that process, not every permit.

Submission checklist
Homeowner and licensing
An individual who owns and lives in a one-to-four-unit dwelling may apply for personal construction work with photo ID; entities cannot use that route. The owner plumbing/mechanical route is for attached or detached single-family homes and excludes gas-fired heating equipment. Building or improving multiple properties within 24 months triggers the City’s stated state-license requirement.
Codes and amendments
Coordinate applicable state construction requirements with City zoning and departmental approvals. City trade-license categories and fire review are separate from general building approval; use the issued record’s scope rather than assuming one model-code rule covers every system.
Inspections and closeout
The applicant must arrange all required inspections using contacts on the permit. City building, plumbing, mechanical and final inspections are distinct from state electrical inspections. All projects require a final; new buildings and changed uses need the appropriate occupancy inspection before use.
