Permit fees and worked estimates
PDD schedule effective January 20, 2026: Table A uses $195 through $1,000 valuation, then $12 per additional $1,000 or fraction through $10,000; $10,001–$50,000 uses $303 plus $10 per additional $1,000 or fraction. Required general review above $5,000 is 100% of the permit fee through $50,000 and 80% above that, minimum $195. PDD can use a higher assessed valuation. These are permit costs, not contractor prices or license fees.
| Trade | Permit fee | License fee |
|---|---|---|
| Electrical work and service changes | 2026 Table A: $195 through $1,000 valuation; $195 + $12 per additional $1,000 or fraction through $10,000. Example $3,000 electrical scope: $219 permit, before review. | ROC application and classification schedule |
| Fixtures, piping and water heaters | 2026 Table A: residential water heater valued at $1,000 or less has a $98 minimum; other work uses the $195 base and valuation bands. Review and extra inspections can add charges. | ROC plumbing classification schedule |
| HVAC, ventilation and gas coordination | 2026 Table A: $5,000 mechanical scope = $195 + 4 × $12 = $243 permit component; review and related electrical/gas work are additional. | ROC HVAC classification schedule |
| Fire alarms and suppression systems | 2026 PDD fire-life-safety review: $195/hour, six-hour minimum $1,170. System permit/inspection charges are additional and depend on the Fire/PDD submission route. | ROC fire-protection classification schedule |
| Building, additions and tenant improvements | 2026: $10,000 valuation = $303 permit + $303 required general review = $606 subtotal, before site or other charges. | ROC building classification schedule |
Homeowners and contractor selection
Check the Arizona ROC classification before hiring for building or specialty work. Arizona’s owner-builder exemption is conditional on the intended use and how the work is performed; it is not a blanket exemption for a property being built to sell or rent. A permit still needs the required plans and inspections.
Choose your permit route
Use the residential project resources for home projects and the commercial and multifamily resources for businesses and larger residential buildings. SHAPE PHX supports residential and commercial plan review, permitting and inspections; follow the City instructions for the selected application and any existing records.

Application and review
Create the appropriate SHAPE PHX account, submit the selected application and respond to plan-review comments. Obtain the issued permit and approved documents before beginning permitted construction.
Codes and city amendments
The City identifies the 2024 Phoenix Building Construction Code as effective August 1, 2025. Its code page provides local amendments and implementation guidance. Check the applicable discipline and transition instructions; optional codes and deferred enforcement notices are identified separately on that page.
Inspections and closeout
Follow the City inspection instructions for the permit record. Arrange inspections at the required construction stages before work is concealed, resolve corrections and confirm final inspection and certificate-of-occupancy requirements for the intended use.
