Overview
San Antonio Development Services handles City building permits through BuildSA. Start with platting and zoning, then select the residential, improvement or commercial route. New homes, room additions over 1,000 square feet and any two-story addition require plan examination; smaller work must meet the relevant service’s eligibility.

Submission checklist
Homeowner and contractor rules
The City permits homeowners to apply for specified home projects with ownership evidence. New electrical, plumbing and HVAC components require licensed trade contractors. Owner-performed plumbing is limited to an existing homestead and personal performance, with the City affidavit. City residential-builder and nonstructural home-improvement categories cover different scopes.
Codes and local amendments
Use Development Services’ building-code resources and the Unified Development Code for construction and land-use questions. The City’s fire-amendments PDF identifies May 1, 2025 as its effective date; check subsequent amendments and the filing’s applicable rules rather than treating publication date as universal applicability.
Practical pitfalls
Inspections and closeout
Use BuildSA’s inspection guides and upload required letters to the record. The fee schedule excludes scheduling, reinspection and after-hours charges from several basic trade rates. Complete required finals and utility releases, and confirm any Certificate of Occupancy requirement for the use.
